Ealing Council looks at next steps for three stalled Southall housing sites

The sites are on Norwood Road, Shackleton Road and the Southall Market car park. They form part of six developments where construction came to a halt after the companies responsible for the projects collapsed in 2023.
Across all six sites, the original schemes were expected to deliver 230 homes, including 174 homes for London Affordable Rent. The remaining homes were planned for shared ownership and open-market sale.
The council has spent the period since the construction companies failed carrying out technical, legal and financial investigations into the unfinished developments.
It is now proposing to test the market by inviting interest from potential developers. This would allow the council to assess what offers are available and help determine whether the sites should be redeveloped by the council or transferred to a third-party developer
Southall developments
The Norwood Road and Shackleton Road schemes were among the developments being delivered by Henry Construction before the company collapsed.
The Southall Market car park project was being delivered separately by 4 Square Services.
Technical investigations have raised concerns about retaining existing structures at most of the stalled sites. Southall Market car park is understood to be the exception, with the council saying the existing structure may still be capable of being completed, although further investigation is required.
The council had previously explored restarting the Southall Market car park project through an arrangement with another developer, but subsequently decided that the proposal presented too much financial and delivery risk. The council later regained control of the site.
No decision to sell yet
Despite reports that the council is considering selling the sites, a sale has not yet been agreed.
The current proposal is to establish whether there is sufficient developer interest and what the sites could potentially attract on the open market before deciding what happens next.
A council report proposes a £200,000 budget for marketing the sites and associated professional, legal and survey work. The matter is due to be considered as part of the council's decision-making process on 7 October 2026.
For Southall, the outcome could determine whether three long-delayed housing schemes finally move forward after more than three years of uncertainty.
The council says the wider aim is to unlock stalled developments and increase the supply of genuinely affordable homes across Ealing.
