High Court upholds Ealing Council children’s centres closure

A High Court judge has ruled in favour of Ealing Council over its decision to close or repurpose a number of children’s centres across the borough.

The legal challenge was brought by the parents of a two-year-old child, with support from the Save Ealing Children’s Centres campaign. They argued that the council’s plans could limit access to important early years services and that the decision-making process had been flawed.

However, the court rejected those claims, finding the council had acted lawfully.

The case was heard in February 2026, with the judgment delivered in mid-April. In his ruling, the judge concluded that the council had carried out a proper consultation process and had met its legal obligations when making the decision.

Plans approved in 2025 include the closure or repurposing of 10 centres across the borough. In the Southall area, sites affected include Grove, Windmill and Greenfields children’s centres.

Campaigners expressed disappointment at the outcome, saying they remain concerned about the impact on families and young children. They argue that keeping centres open would be a more effective way to support communities.

Opposition councillors and local political groups also criticised the decision, warning that the changes could disproportionately affect vulnerable families and reduce access to support services.

Despite losing the case, campaigners say they will continue to monitor how the council delivers its revised “Early Help” programme and are considering whether to pursue further legal action.

In response, the council said its aim is to ensure families can still access support through a mix of children’s centres and other community venues. Officials also welcomed the court’s ruling, noting that public consultation had helped shape the final plans.

The authority added that the legal challenge had delayed changes, but work to roll out the new approach will now continue.
